HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM

 

The HOME program is a HUD housing grant program that is locally designed to increase the supply of decent, safe, affordable and sanitary housing for very-low and low-income families.  The HOME Program works to provide loans and grants to local jurisdictions that can be used to help implement locally designed housing programs.  This typically involves the creation of partnerships between government and nonprofit organizations to implement home ownership and rental housing projects. 

 

HUD provides HOME funds to the State, who in turn, distributes the funds to the neighbor island counties.  The Kauai County Housing Agency administers the HOME program locally according to HUD regulations (24 CFR 92).  The objective of the program is to increase housing opportunities for very-low and low-income families with primary attention to home ownership opportunities for first-time homebuyers, self-help home ownership projects, rehabilitation of rental housing, and transitional housing for special needs groups. A schedule of events and Fact Sheet are updated periodically.

 

Examples of previous HOME-assisted projects include:

 

                *          Hale Kupuna ($1,110,000): New construction of 28 rental units in Kalaheo for low-income elderly households.  Project completed in partnership with the Kauai Housing Development Corporation.

*          Hanapepe Self-Help ($840,100): Land acquisition and site infrastructure improvements to prepare site for the new construction of 23 self-help homes.  Project completed in partnership with the Self-Help Housing Corporation of Hawaii.

 

                *          Lihue Theater ($2,100,000 ):  New construction of 21 rental units for low-income elderly households and historic restoration of the Lihue Theater.  Project completed in partnership with the Kauai Housing Development Corporation.

 

                *          Plantation Traditional Living ($886,330): Rehabilitation of 14 rental units at the historic Waimea Mill Camp.  Project completed in partnership with Kikiaola Land Company, Ltd.

 

*          Kilauea Estates ($6,787,000): New construction of 49 contractor built homes for low-income households.  Project completed in partnership with Pacific Housing Development Corporation.

 

*          Building Kauai With Aloha ($1,020,000): New construction of 51 self-help homes for low-income households.  HOME funds used to assist Kauai Habitat for Humanity pay "wall out" costs associated with homebuilding.
