The CDBG program provides federal funding to assist government agencies, non-profit and for-profit organizations in meeting the housing, public facility, public service, and economic development needs of low and moderate income persons. Individuals are not eligible. The Kauai County Housing Agency administers the CDBG program according to HUD regulations (24 CFR 570). The objective of the program is to provide decent housing, a suitable living environment, and to expand economic opportunities, principally for low and moderate income persons of Kauai County. A schedule of events and Fact Sheet are updated periodically.
Examples of previous CDBG
funded projects include:
* Kupuna Care Intake &
Assessment ($30,000): Purchase of 2 vehicles by Agency on elderly
Affairs for caseworkers to conduct home visits to perform outreach intake and
needs assessment for services to 300 frail elderly.
* Emergency Grant Program ($75,000): Funds for Kauai Economic Opportunity, Inc. to
provide emergency shelter and food assistance to Kauai’s neediest families.
* ADA Improvements for Curbs and Sidewalks ($200,000): Construction work to reconstruct existing
curbs and sidewalks along various public streets and roads with curb ramps and
sidewalks that will provide accessibility for disabled persons.
* Kauai Micro Loan Program ($50,000): Microenterprise
assistance loans of approximately $5,000 per loan to assist 10 low and moderate
income individuals to start-up or expand small farm businesses.
* Historic Hanapepe Pool Hall Rehabilitation &
Restoration ($200,000): Historic
preservation of the Hanapepe Pool Hall built circa 1938 and rehabilitation of
non-historic building additions for the purpose of
business expansion. Restoration will
provide economic stimulus through job retention and job creation.
* Home-Buyer Loan Program ($265,800): Low interest mortgage loan financing to
assist low-income first-time homebuyers in the purchase of existing dwellings
to be used as primary residence.
* ADA Improvements for Various County Facilities
($217,893): Design and construction to
remove architectural barriers for ADA compliance at Kilauea
Neighborhood Center, Anahola Hawaiian Homes Park, Kapaa
New Park and Koloa (Anne Knudsen) Park.
* Kauai Teen Force 2000 ($10,192): Assist program with equipment purchase and a
portion of administrative funds to expand their paid work experience program
for teens in the Kalihiwai to Anahola
communities.
* Waimea Clubhouse ($42,668): Assist program with operational costs for
increased services and purchase of a van to transport members from Eleele and Hanapepe communities.
* Lihue Court Home-Buyer Assistance ($5,032): Provide classroom homeownership education,
purchase and mortgage loan counseling for approximately 25 low-income
households residing at Lihue Court Townhomes.
